Under the PROTECT Act of April of 2003, it is now a crime, prosecutable in the United States, for any U.S. citizen or United States permanent resident or alien resident to engage in sexual conduct in a foreign country with a person under the age of 18. Accused individuals can be arrested upon re-entry into the United States, or at a later date, for prosecution at their port-of-entry, in their hometown, or in any other relevant city in the United States.
Under the Protection of Children from Sexual Predators Act of 1998, it is a crime to use the mail or the internet to transmit information about a child under the age of 16 for criminal sexual purposes, including child pornography.
